F--Six Month Extension of Current Contract

The Drug Enforcement Administration (DEA) intends to negotiate a six month extension to the contract currently awarded to NCE Corporation, Conroe TX. The Contractor has developed unique methods and techniques of handling and processing contraband waste and holds several complementary patents modifying its feed delivery system and method of air induction to operationally accommodate and environmentally defeat potential fugitive emission problems associated with the processing of contraband drugs. The extension is for the continued operation and maintenance of a continuous process incineration system, including automated control and data monitoring systems; conducting laboratory analysis of waste, water samples; expertly repairing a continuous process incineration system, including automated control and data monitoring systems; providing certified laboratory operator personnel and engineering support in order to operate two, and up to three incineration sites simulta! neously; develop and conduct certification training; and conducting expert liaison with the Texas Commission on Environmental Quality (TCEQ) and public officials regarding all matters including the incinerator construction, operation, maintenance, and emissions controls. DEA is in the process of soliciting and negotiating a follow-on contract for the services mentioned above. This action is negotiated under authority 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1 and a Justification for Other than Full and Open Competition will be justified, certified, and approved prior to the commencement of negotiations with the contractor.
