54--Single-dog kennels in support of US Forces - Afghanistan

This is a Pre-Solicitation Synopsis for the US Army Contracting Command, Rock Island Contracting Center (RICC) for solicitation RFQ442608, which serves as notification to industry of the procurement of kennels for contracted working dogs for the Combined Joint Operations Area Afghanistan (CJOA-A). RICC is issuing this RFQ through GSA Advantage, eBuy, on behalf of the United States Government to solicit Federal Supply Schedule 23V, 56, 81 I B and 84 holders for the purpose of entering into a Blanket Purchase Agreement under existing GSA schedule contracts. The contractor shall be prepared to provide single-dog kennels and necessary kennel supporting equipment to make the kennels operational. The BPA will provide a contracting vehicle to award individual Firm Fixed Price Task Orders for various Afghanistan Regions requiring kennels to support United States Forces Afghanistan (USFOR-A). In accordance with FAR 8.402(f), For administrative convenience, an ordering activity contracting officer may add items not on the Federal Supply Schedule (also referred to as open market items) to a Federal Supply Schedule blanket purchase agreement (BPA). It is anticipated that open market items will be required under this procurement. The anticipated date for contract award is on/about 12 April 2010. The contractor shall provide safe, operable kennels and kennel supporting equipment in accordance with this contract. The Contractor shall warranty all kennels for at least one (1) year excluding acts of Government negligence, acts of war, and acts of nature. The Contractor will provide a 24 hours/day, 7 days/week point of contact for all kennel issues. The Contractor will replace and/or repair part and items that are identified within the warranty period and that are identified to the Contractor by the COR. The Contractor shall bear all costs to repair/replace parts and items during the warranty period. The Contractor will respond to all issues within two (2) days of COR notification and fix or replace all deficiencies within five (5) days of notification.
