99 -- Support Development of a Guide to Private and Public Lands Access for Snowmobiling

The Federal Highway Administration (FHWA) plans to award a sole source purchase order to the American Council of Snowmobile Association (ACSA) to co-sponsor the development of A Guide to Private and Public Lands Access for Snowmobiling to be used by State snowmobile associations, local and regional snowmobile clubs, trail managers and the public to help them provide, protect, enhance, and manage recreational opportunities for snowmobiling on private, corporate and public lands. ACSA provide leadership and coordination on national issues to support State snowmobile associations in their efforts to provide safe and responsible snowmobiling opportunities at the State and local levels across the United States. They are the national umbrella for all local snowmobile clubs and associations and the only national group representing grassroots snowmobiles. As a result, ACSA is uniquely qualified to coordinate this project. It is the only known group that can guarantee the delivery of the information produced by this project to grassroots snowmobiles and local organizations to help them provide, protect, enhance, manage recreational opportunities for snowmobiling on private, corporate and public lands. No other known source can provide the required service. This is a Simplified Acquisition and the anticipated award date is on or about May 2, 2006.
