SPECIAL LAW ENFORECMENT AND SECURITY SERVICES FOR JOHN C. STENNIS SPACE CENTER (SSC) AND BUFFER ZONE (BZ)

NASA/ SSC has a requirement for personnel, facilities, equipment and materials necessary to provide dedicated patrol services of SSC’s buffer zone (BZ) in order to assure protection of SSC and its supporting infrastructure. The contractor shall provide security patrols of the BZ to protect ctriticaul infrastructure and property (approximately 250 miles) 24 hours a day, 7 days a week for 365 days a year. Services include notification, coordination, and liasison with local, state, and/or federal law enforcement agencies whose jurisdiction and/or support is necessary to carry out both routine and special law enforcement duties and making arrests if necessary. There will be only one award made for this requirement and the period of performance will be a one (1) year base period and four (4) option years for a total period of performance of five (5) years. This is a sole source commercial acquisition under the authority of FAR Parts 6.302-1 and 12. The Government has determined only one responsible source, the County of Hancock, Hancock County Sheriff’s Office (HCSO), can provide the services, to include arrest authority, that will satisfy the Agency’s requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSAL (RFP). Responsible sources may submit a capability or qualification statement to the identified point of contact not later than 11:00 a.m. Central on July 14, 2022. Oral communications are not acceptable in response to this notice. The Agency shall consider all capability/qualification statements solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS code is 922120 – Police Protection and has no size standard. The DPAS rating for this procurement is DO-9 (see 15 CFR 700). FOB is destination. It is anticipated that a solicitation will be issued to HCSO on or about August 24, 2022.
