NASA/JSC has a requirement for Energy Management Services that include services such as: (1) Managing and monitoring facility energy consumption through the use of the Honeywell Enterprise Building Integrator (Ebi) and the Ebi Energy Manager software application to achieve JSC's energy objectives and ensuring optimum performance of JSC's previously installed Energy Conservation Measures (ECM). (2) Sustaining the operation of the energy monitoring and control system (EMCS) "Enterprise Building Integrator" (Ebi) system hardware, software and communications (not including network communications). (3) Providing all Ebi software updates and direct access for Ebi software support. (4) Expanding the existing Ebi software point license and adding Ebi application drivers. (5) Maintaining the building automation system hardware including controller maintenance for all Honeywell family of XL5000 building controllers. (6) Utilizing Ebi system data to develop strategic plans for JSC's electricity and gas block buys and commodity usage. (7) Performing utility billing verification using the Ebi Energy Manager Module. (8) Providing future energy conservation measure recommendations necessary to meet presidential mandates and NASA Headquarters requirements. (9) Utilizing the Ebi system to identify, analyze, develop and implement ECM's as proven feasible. NASA/JSC intends to purchase these services from Honeywell, Inc. for the following reason: Honeywell's Ebi system is currently installed throughout JSC as the energy monitoring and control system. Ebi is a complex system specifically tailored by Honeywell for JSC's facility systems and equipment and is used to manage, monitor and report on facility energy consumption. The Energy Manager software necessary to manage, monitor, upgrade and service the Ebi system is proprietary to Honeywell. Therefore no other company will be able to manage, upgrade and maintain the proprietary software or maintain connectivity and communication with advanced meters to allow receipt of data from JSC buildings and large equipment. The Government intends to acquire a commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Central Standard Time (CST) on December 6, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
