Y--Phase II - Energy Conservation Project, Naval Base Coronado, San Diego (NBC)

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Facilities Engineering Command Southwest (NAVFAC SW) intends to award a contract to a single source (San Diego Gas & Electric) under the authority of 10 U.S.C Section 2913, which expressly authorizes and encourages the Department of Defense to enter into agreements with gas or electric utilities to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices and technologies by the utilities) to address the requirements and circumstances of the installation. This contract is referred to as a Utility Energy Savings Contract (UESC) and may be entered into only with gas or electric utilities as authorized in 10 U.S.C. Section 2913. The proposed procurement is for implementation of various Energy Conservation Measures in specified areas within the Naval Base Coronado installation (which is located in San Diego Gas & Electric Company’s authorized franchised territory) as the result of a no-cost preliminary energy audit and comprehensive energy audit. This audit was required to perform on-site building investigation and evaluation to determine whether significant energy conservation opportunities existed. The Government has elected to proceed with further phases under the UESC at Naval Base Coronado, which include but are not limited to the feasibility study phase; the engineering and design phase; and the implementation phase. The process requires that the responsible gas or electric utility must have the ability to provide or obtain financing on terms at least as good as those available to customers in a comparable service class, or with a comparable risk profile. Therefore, the contractor will not receive compensation for the UESC work until completion of the implementation project, and payments will be based on a long-term (10 to15 year) amortization schedule. Interested utilities may identify their specific interest and demonstrate their ability to meet all the requirements stated herein by submitting their interest, abilities and corporate capabilities for consideration. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.
