F--HAZARDOUS WASTE MANAGEMENT FACILITY PERMIT FOR THE OPEN BURN AREA ON WALLOPSISLAND

NASAs GSFC/WFF has a requirement for a Hazardous Waste Management Facility Permit for the Open Burn Area on GSFCs WFFs Wallops Island, VA. NASA/GSFC WFF intends to issue the purchase order on a noncompetitive basis to Virginia Department of Environmental Quality in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements. Statute 42 U.S.C. 6926 enables the States to administer and enforce their hazardous waste program pursuant to authorization by the Environmental Protection Agency. The Commonwealth of Virginia, in which WFF is situated, received this authorization in 1984. The Code of Federal Regulations specifies in 40 CFR 271.13 that States must require permits for all hazardous waste management facilities. In Virginia, the Hazardous Waste Facility permitting program is administered by the Department of Environment Quality. They are the sole permitting authority for Hazardous Waste Management Facilities in Virginia. The Government does intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m., Eastern Standard Time, on May 15, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
