The General Services Administration (GSA), Public Buildings Service (PBS), National Capital Region (NCR), hereby issues a Request for Proposal (RFP) for a single Firm-Fixed-Price Contract for a Design-Build Procurement pertaining to elevator modernization that will require the design of thirty (30) public elevators, the construction of 30 public elevators, and design and construction of 2 private elevators for 32 elevators in total within the RFK Federal Building (DC0023ZZ). The services required shall include, but shall not be limited to, the following: Professional Architect/Engineer Services Construction Management Services Elevator Inspection & Testing Services Design-Build Construction for Commercial Buildings, including materials, labor, and supervision Professional Inspection, Testing & Commissioning Services The Robert F. Kennedy Building is a 12-story, single-tenant federal building located at 950 Pennsylvania Avenue, NW., Washington, DC 20530. It is a government owned building currently occupied entirely by the Department of Justice (DOJ). The building has nine levels and an area of 1,257,300 gross square feet. The passenger elevators service eight levels with stops at B, 1-7; two of the service elevators service nine levels with an additional stop at PH; and one service car serves the sub-basement level. The North American Industry Classification System (NAICS) codes for this work is 236220, small business size standard is $45 million in average annual receipts over the past three years. All responsible firms may submit an offer. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. The site visit date is “TBD”. The solicitation closing date will be Wednesday July 26, 2023 at 4:00 P.M. EDT .
