The Medicine Bow-Routt National Forest has a requirement for seasonal cleaning of recreational site vault toilets. This is a new contracting requirement with no contracting history or incumbent contractor. - Abbreviated Statement of Work: The contractor will provide all personnel, labor, transportation, equipment, supervision, and supplies to perform initial start of the season tasks and then twice per week (Monday and Friday strongly preferred) janitorial cleaning (not pumping) and resupply of toilet paper for recreational site vault toilets along the three routes below. Distances are roundtrip from Laramie. 1) Route 130 segment- 116 miles, 27 structures, 43 toilets - Seasonal Dates: July 1 - Oct 1 2) Route 230 segment- 150 miles, 20 structures, 36 toilets - Seasonal Dates: July 1 - Oct 1 3) Pole Mountain Segment- 55 miles, 16 structures, 31 toilets - Seasonal Dates: May 15 - Oct 1 Basic Contracting Requirements: 1. Active registration in www.sam.gov - Now is the time to get registered or updated. The security procedures have changed in the past year. It now requires two-factor authentication (password + a code they will send to your phone or email) and you will need to send in a one-time notarized letter to authenticate that you are actual account administrator to update your account. Performance Based Contract - payments based upon satisfactory performance of the work 4. Service Contract Act Wages for Albany and possibly Carbon County, WY - minimum wages and benefits for your employee(s) doing this work will be the prevailing area wage as determined by the Dept of Labor - Wage Determination is attached. 5. FAR Part 12 - Commercial Item - Provisions and Clauses 6. FAR Part 13 - Simplified Acquisition Procedures 7. Total Small Business Set-Aside for NAICS 561720 - Janitorial Services with a size standard of $18 million 8. Bio-Based or Environmentally Preferable cleaning supplies and toilet paper. 9. Firm-Fixed Price Contract - base year + 4 option years - you will need to submit yourprice for the entire 5 years. 10. Award Basis: Lowest Price Technically Acceptable (LPTA) - you will be required to demonstrate that you have the ability to successfully perform this contact (capabilities, references, past performance, etc), Tentative Contracting Time Line: 1. Pre-bid site visit - not practical or required for this job, but we urge you to drive the routes to determine the time needed and investigate the conditions. 4. Deadline for submitting proposals - 01/17/18 5. Evaluation of proposals - Late January 6. Contract Award - February - dependent upon availability of funds 7. Post-Award Orientation Meeting - March 8. Notice to Proceed - upon the determination that you are prepared, equipped and ready to begin the work 9. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date.
