PRM will prioritize currently available funding for proposed NGO activities that best meet the Bureau's priorities in the region. Proposed activities should support the repatriation and reintegration of Burundi and Congolese (Democratic Republic of the Congo) refugees and/or neccessary care and maintenance for refugees in camps/settlements. Priority sectors include: protection, health, water/sanitation, livelihood promotion/micro-enterprise, primary education, gender-based violence prevention and response, and psycho-social support for victims of conflict. For repatriation/reintegration, proposals should focus on areas of high refugee return where new refugee returnees make up at least 50% of targeted beneficiaries. Proposals should specify refugee returnee population numbers and/or projections for 2008 in proposed locations. As part of our strategy to promote durable solutions, funding for projects to support repatriation to and reintegration in Burundi and the Democratic Republic of the Congo (DRC) will be prioritized above other project proposals submitted in response to this Funding Opportunity Announcement. Priority will be given to proposals from organizations that can demonstrate: (1) a working relationship with UNHCR and 2008 UNHCR funding and/or support for the proposed activities and/or overall country program; (2) a proven track record in providing proposed assistance (both in the sector and specified region) to Burundi and DRC refugees and/or returnees; (3) evidence of coordination with development organziations and a well-developed transition strategy; and (4) appropriate targeting of beneficiaries in coordination with UNHCR and other relevant organizations.
