THIS IS A SOURCES SOUGHT NOTICE: The National Security Technologies LLC (NSTec) Underground Test Area (UGTA) Project is sponsoring an investigation well drilling program for the National Nuclear Security Administration's Nevada Site Office. There will be 15 to 20 wells drilled over a 5 year period beginning May 2009. The well depths will range from 2,000 feet to 5,000 feet and will be located on the Nevada Test Site (NTS) and the Nellis Testing and Training Range adjacent to the NTS at elevations of 2,000 feet to 7,500 feet above sea level. The entrance to the NTS is located approximately 65 miles northwest of Las Vegas, NV off Hwy. 95. The general area of operations will be within 75 miles of the entrance to the NTS. NSTec will be soliciting for a 5 year, task order, construction subcontract for drilling these wells. This will be a Contractor directed hourly rate subcontract. The subcontractor will be required to provide a drill rig, drill string including drill collars, mud circulating system, water and fuel storage, fuel and drill crews to support a 24 hour per day, 7 day per week operation. The rig must have the capability of drilling a 12-1/4 inch hole to a depth of 7,000 feet using air/foam circulation. Subcontract personnel will have to comply with NTS project labor agreements.
