The Department of Navy (DoN) seeks to identify interest and sources for potential purchase of Renewable Energy for consumption at various Navy and Marine Corps bases in California. The intention is to purchase Renewable Energy in support of various Federal and DoN goals, including National Defense Authorization Act FY 2007/2010, SECNAV Shore Energy Goals (October 2010), Energy Policy Act of 2005 and numerous Executive Orders. The DoN would like to identify sources of existing renewable energy generation, or potential new renewable energy generation to be consumed at various DoN installations. The intention is to determine market viability of purchasing renewable energy from offsite sources for these installations. The DoN will consider using several different acquisition authorities and/or strategies which may include partnerships with Federal Power Marketing authorities, such as Western Area Power Authority (WAPA). DoN installations in consideration as potential off takers for this renewable energy are listed below. Navy: Naval Base San Diego Naval Base Coronado Naval Base Point Loma Naval Air Facility El Centro Naval Weapons Station Seal Beach Naval Base Ventura Naval Air Weapons Station China Lake Naval Air Station Lemoore Naval Support Activity Monterey Marine Corps: Marine Corps Recruit Depot San Diego Marine Corps Base Camp Pendleton Mountain Warfare Training Center Bridgeport Marine Corps Logistic Base Barstow Marine Corps Air Ground Combat Center 29 Palms Marine Corps Air Station Miramar The total annual consumption of these installations is approximately 1.2 million MWh. In order to formulate a succinct and effective acquisition strategy, the DoN seeks specific information from potential producers. The specific information the DoN seeks at this time is: (1) Name and brief description of company (2) Capability and pertinent experience in delivering energy to the CAISO systems (3) The renewable resources and technologies that will be used for generation. (4) The size, capacity, and annual production to be offered. (5) Identify whether it is an existing generation asset. (6) If new generation, describe type of financial agreement/commitment that is envisioned (7) Describe potential power purchase agreement (PPA) contract term length (5, 10, 20 years, etc.) and provide explanation why that term is desirable. (8) Provide range of indicative pricing for energy delivered to the installations listed, or for selected installations. (9) Location of generation asset, and; (a) Information from specific congestion studies or analysis that may be available, specific benefit of transmission access and capacity that affect the delivery of energy from that specific site. (b) Discuss capability to schedule and coordinate energy to be delivered to end off taker (10) Risks and perceived risks in participating in a competitive environment for this specific acquisition, and any additional information that would potentially be of interest to the government in formulating an acquisition strategy All information submitted will be considered proprietary and confidential. It is not mandatory to submit a Statement of Interest to participate in a formal request for proposals process that may take place in the future. However, it should be noted that information gathered through this RFI may significantly influence how the Navy proceeds in such a process. The desired goal for the Navy for this RFI is to solicit maximum industry participation, which will allow the DoN to formulate a concise acquisition process.
