Sources Sought Notice/Market Research This is a combined Sources Sought Notice/Market Research and the US Air Force is seeking potential firms who have skills, experience, knowledge and capabilities required to perform the gas supply to service location building 856 Ramstein Air Base and building 682 CTS, Landstuhl Maintenance Site, effective 01 October 2014. This is not a solicitation for work, nor is it a request for proposal (Reference FAR, Subpart 7.3, Contractor versus Government Performance and OMB Circular A-76). Anticipated contract: Fixed Price with Economic Price Adjustment. Period of Performance: 01 October 2014 through 30 September 2015, with the option I to extend the term of the contract by 1 year from 01 October 2015 through 30 September 2016 and with option II from 01 Oct 2016 to 30 September 2017. Basic Period: 1 Oct 2014 - 30 Sep 2015 Option Period I: 1 Oct 2015 - 30 Sep 2016 Option Period II: 1 Oct 2016 - 30 Sep 2017 Annual estimated consumption based on Base Civil Engineer Ramstein Air Base (86 CES) request for: Service location building 856 at Ramstein Air Base: 155,000,000 kWh Service location building 682 at CTS Maintenance Site 1, 110,000kWh Contract based on German law: In accordance with Article 47, Paragraph 4 of the Supplementary Agreement to the NATO SOFA, in order to abide by the German Government's acquisition principals and ensure adequate competition with the local utility providers, utilities are contracted based on German law. Other information: The natural gas delivered to the service locations building 856 at Ramstein Air Base and building 682 at CTS, Landstuhl Maintenance Site shall be continuous. Note: In accordance with section 36, §1 of the German Energy Economy Act/Energiewirtschafts-gesetz (EnWG) and within the scope of basic supply at public prices both, GasGVV and NDAV mandating the general conditions, gas companies have to comply with for the supply of gas to customers in low pressure.
