The GSA Northwest/Arctic Region is planning to solicit for two Indefinite Delivery Indefinite Quantity (IDIQ) contracts for construction projects in federally owned and leased facilities located in Washington and Oregon. This notice is requesting participation from firms within the construction industry regarding the availability and interest by different socio-economic categories within the Small Business community. GSA is seeking responses from Small Business, Small Disadvantaged Business (SDB) in the 8(a) program, Service-Disabled Veteran-Owned Small Business (SDVOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB) and Woman Owned Small Business (WOSB) and Historically Underutilized Business Zones (HUB-Zone) firms to assess the potential level of participation by various categories in this effort. This procurement shall be made under North American Industrial Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The small business size standard is $36,500,000.00. This is not a solicitation. Any information submitted to this sources sought is strictly voluntary. The government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this notice. This notice is a request by the Government to collect information from construction firms for the purpose of market research. Not providing a response to this notice will not prohibit/exclude your company from participating in any future solicitations. GSA R10 anticipates issuing a single solicitation which will result in two (2) IDIQ awards. GSA contemplates each awarded IDIQ will have a contractor award pool of six (6) firms. The total potential contract maximum for each IDIQ is $40,000,000.00. The period of performance will be five (5) years from date of award. The GSA R10 MATOC IDIQ’s provide streamlined acquisition vehicle to compete construction requirements among a qualified pool of contractors. Work to be accomplished includes general construction and tenant improvement for ‘Class A’ office space for federally owned and leased locations. Project delivery methods include non-complex construction, design-bid-build, bridging design-build, and design-build. Task Order Contract (TOC) will be awarded as firm fixed price (FFP) contracts. Average period of performance for each TOC is 9 months from award to construction completion date (CCD). GSA estimates between ten (10) to twenty (20) Task Order Contract’s will be issued per IDIQ on an annual basis. A questionnaire regarding the interest of different socio-economic categories for small businesses is attached.
