THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. This posting is for market research purposes only. Large businesses need not respond. The General Services Administration (GSA), Acquisition Management Division in New York City, New York is conducting market research to determine if there are any Small Businesses that have the current relevant qualifications, experience, personnel, and capability to perform the work described herein. GSA intends to solicit for a Design Build (DB) Contractor who shall provide professional services for planning, design and construction for kitchenettes in the jury rooms located at the Daniel Patrick Moynihan United States Courthouse in New York, NY. The project shall comply with Design Intent Drawings (DiD's), GSA standards, and other documents. The scope of work for this project shall include but not be limited to the following: Install kitchenettes in 37 jury rooms and in suite 120. Kitchenette cabinetry and installation to be per attached design intent drawings SK34 and A-200. New kitchenettes were already installed for the jury rooms on Floor 15 and these should be looked at as a basis for the jury rooms under this scope. For the jury room kitchenettes it will be necessary to relocate an existing coat rack to install the new cabinetry. It is noted that necessary plumbing and electrical connections will first need to be installed to service the various kitchenette locations. Availability of a jury room is dictated by the court's need schedule. If a jury room is not available the contractor will be given a place to store tools and cabinetry in the vicinity until the jury room becomes available. The contractor shall protect all existing surfaces (floors, walls, furnishings, woodwork, etc) from potential damages due to construction activities. The contractor is encouraged to take dated photos of any existing damages to protect himself from being held liable for repairing such pre-existing damages. The objective is to install kitchenettes in the jury rooms in phases. Base work will encompass 3 jury rooms and the remaining rooms will be in the options. Construction services will be delivered within schedule and budget with minimal disturbance of the existing tenant agencies. The anticipated solicitation will be competed under Federal Acquisition Regulation (FAR) Part 15, Source Selection Processes and Techniques. Award will be made to the proposal offering the best value to the Government. The successful firm will need to be able to demonstrate that they a) are a small business with the NAICS Code 236220; b) have relevant experience with contracts of at least Fifty Thousand Dollars ($50,000.00) in the past five (5) years; c) Technical approach in which the contractor plans to accomplish the work, including who would be on the team and the project leader/superintendent d) have relevant past performance. Note that lack of Past Performance is not a deterrent to being able to be considered for this award. All qualified Small Businesses are encouraged to respond. The Government will not pay for any information received from this Sources Sought Notice. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement. The appropriate NAICS Code is 236220 with a size standard of $36.5 million. We request that you submit the following information: (1) interest as a prime contractor, teaming partner, joint venture, and indicate (2) whether or not your company is a small business with the relevant NAICS code and provide any applicable socio-economic categories. (3) Brief description of your firm's past experience in Construction trades, (4) overall Bonding Capacity, and (5) company information (name, point of contact phone number/email). Please note that there is no solicitation available at this time; the purpose of this announcement is to identify available sources only. Award of any resulting procurement will be based on a source selection employing a "Best Value Concept" methodology.
