Contractor is responsible for providing all labor, material, supplies and equipment necessary for Modernization of the Paducah KY Air Traffic Control Tower; Barkley Regional Airport as indicated in the Project Specifications, Project Drawings and Section J (Attachment as applicable). This requirement is full and open and will result in a firm-fixed price contract to a single contractor. An award will be made to the lowest offer that is technically acceptable and that is in the best interest of the FAA. Additionally, the FAA reserves the right to conduct discussions and negotiations with any individual competing Offeror, or all competing Offerors, as the situation warrants.
