This announcement constitutes a Sources Sought Synopsis. This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government intends to issue a Firm Fixed Price contract to procure material and minimal subject matter expertise to support the design, engineering development and uprating of the Sheberghan-Mazar pipeline (SMPL) in Afghanistan, as well as the material and minimal subject matter expertise to support the design, engineering development and construction of a second new pipeline (NSMPL) to operate in parallel with the SMPL. The contract will have delivery of the pipeline required for the repair of the SMPL during November 2012 and December 2012 and delivery of pipeline required for construction of the NSMPL during a one (1) year period. Listed below are the minimum expectations for the pipeline contract: 1. The selected offeror shall provide components to the Khoja Gogordak gas facility near Sheberghan, Jawzjan Province and gas pipe to the railhead in Mazar-e-Sharif, Afghanistan.. 2. SCOPE. To supply material for the uprating of the Sheberghan-Mazar pipeline (SMPL) in Afghanistan, as well as the material required for the construction of a second new pipeline (NSMPL) to operate in parallel with the SMPL. It includes the associated materials, logistic support, and minimal program management and installation technical support. All items procured within this Statement of Work will be delivered to Sheberghan, Jawzjan Province, Afghanistan. 3. The SMPL uprating and NSMPL construction projects have been initiated to produce, and deploy the necessary line pipe and midstream pipeline components that will increase gas supply to the NFPP and other potential offtakers in Mazar-e-Sharif, Balkh Province, Afghanistan. 4. The selected offeror must be capable of providing piping between November - December 2012 for SMPL and complete delivery of NSMPL materials within a year. 5. The selected offeror shall provide: a. 15 km of line pipe of standard type as specified in Appendix A of the Statement of Work in order to enable Afghan Gas to properly replace parts of the existing SMPL located between the Khoja Gogordak, Yatimtaq, Gerquduq gas wells near Sheberghan, Afghanistan and the Northern Fertilizer & Power Plant in Mazar-e-Sharif, Afghanistan. Pipe shall be delivered to rail siding site designated by the contractor. Site will be located within Mazar-e-Sharif, Afghanistan. b. Midstream components and ancillary materials (compressors, amine sweetening plant, dehydration unit, and odorizer and pig launcher/receiver) as specified in Appendix B of the Statement of Work in order to enable Afghan Gas to install components on repaired SMPL. c. 92 km of line pipe in accordance with applicable published specifications detailed in Appendix C of this Statement of Work in order to enable Afghan Gas to begin construction of the NSMPL. 92 km of line pipe shall be delivered to rail siding site designated by contractor. Site will be located within Mazar-e-Sharif, Afghanistan. d. Installation support to Afghan Gas in the form of subject matter expertise to advise on proper installation of pipe and components provided under sections 2.1-2.4 of this statement of work. Expert(s) must be knowledgeable of the components and their proper installation, and be available on site in Afghanistan for consultation for up to 15 days. 6. The selected offeror must provide a single point of contact for all issues regarding the pipeline contract. Interested parties are invited to provide comments on the draft statement of work.
