THIS IS A PRESOLICITATION NOTICE FOR SUSTAIN/REPAIR AIRFIELD PAVEMENTS. THIS IS NOT A REQUEST FOR PROPOSAL. This project shall include but not be limited to the following: SUSTAIN/REPAIR AIRFIELD PAVEMENTS Requirements Contract. Furnish all plant, labor, equipment, and material in performing all operations in connection with the construction, demolition, alteration, and repair of a Requirements Contract, Sustain/Repair Airfield Pavements. The above description of work is for general information only. This statement is not intended to describe every feature of items of work or to define the scope of work. The solicitation will be a Request for Proposal (RFP), Requirements, Price Performance Tradeoff (PPT). The proposed contract will be set-aside for Hubzone competition, pursuant to the Small Business Competitive Demonstration Program. Award will be made based upon the best value to the Government. The Government reserves the right to award a contract to other than the lowest offeror. The performance period projected is for a base period of one year from date of award and four 12-month option periods there after. This Project Number is NKAK 04-1009, NAICS 237310. Magnitude of construction is between $5M - $10M. The solicitation package will be posted on Government wide Point of Entry (GPE), on or about 11 Aug 06, which can be accessed at http://www.fbo.gov/. The Government will not provide paper copies of the solicitation package; however a CD with specifications and drawings will be provided to Interested Vendors who respond to the instruction that will be provided with the solicitation. Facsimile, telephone, written, or email request for the solicitation package will not be honored. Potential offerors are responsible for monitoring the FBO/EPS site for the release of the solicitation package and any other pertinent information. All potential contractors must be registered with the state of Arkansas as a licensed contractor. No proposal may be submitted prior to submitting an application for licensure in the state of Arkansas.
