The USDA, Farm Service Agency (FSA), Kansas City Commodity Office (KCCO) procures various products for domestic and foreign feeding programs. Procurements for foreign distribution are made under Commodity Credit Corporation (CCC) authorities on behalf of the U.S. Agency for International Development (USAID) and Foreign Agricultural Service (FAS). The actual feeding programs are carried out through Private Volunteer Organizations (PVO) such as CARE or Catholic Relief Services, or through the World Food Program (WFP). Procurements for domestic distribution are made under the authorities of USDA, FSA to fill food commitment orders received from the Food and Nutrition Service (FNS) for schools, needy families, disaster relief, and Native Americans. The qualification requirements requested herein are a reexamination and revalidation of established qualification requirements as required by FAR part 9.202(f), and are necessary for KCCO to carry out its procurement mission. All new prospective bidders on contracts procured under USDA or CCC authorities must be qualified prior to submitting offers for Invitations for Bid. It is mandatory that all interested potential vendors, who intend to submit bids, fully complete and provide all materials, requested herein, and be determined by the KCCO to be on the Qualified Bidders List. No bid will be accepted from a potential vendor that has failed to comply with these requirements. Qualification applications may be received from new potential vendors at anytime.
