The 670 Aeronautical Systems Squadron (670 AESS), Battlefield Airmen program office, seeks to acquire and field a Guardian Angel Advanced Parachute System (GAAPS) that provides the best overall value to meet the pararescueman's need for a single standardized harness for the parachute systems for Freefall, Static line, and Tandem configurations. This single system will share the same external configuration, provide a greater weight capacity, reduce opening shock, and have multiple uses and deployment capabilities. The objective for this procurement is for the delivery of specification compliant systems IAW the contract delivery schedule, delivery of the required data items and products, and execution of the associated program support. 670 AESS plans to issue formal RFP Number FA8629-08-R-2354 for the GAAPS system on or about 15 February 2008, with proposals due on or about 15 March 2008. The Government anticipates the requirement for GAAPS will be approximately 1430 state of the art parachutes to replace the legacy parachutes currently fielded. Options for further production, training and sustainment will also be placed on the initial contract for execution after additional production funds become available. Thirty (30) freefall and thirty (30) static line systems are required for the initial procurement in FY08. However, the contract is being structured on an Indefinite Delivery/Indefinite Quantity basis, so that other interested customers can also use this vehicle to purchase the system. Utilizing the Best Value approach, the government will consider innovative or individualized solutions to meeting the system and program requirements. However, the contractor is encouraged to provide representative systems as rapidly as possible. It is anticipated that the contractor will provide the fastest practical schedule and an alternate schedule which would accommodate additional customers. The proposed system shall consist of the following basic components for each configuration: Standardized harness and container Canopies (main and reserve) Parachute deployment system for each type of system The Government contemplates a contract that shall provide for an initial delivery order to include any initial integration efforts that need to be accomplished to meet the required baseline. The configuration shall consist of the following: GAAPS systems (described above) Contractor and Government Technical Testing Logistics Support (spares; training (including the systems to be used during training); technical manuals; and contractor logistics support) Draft technical requirements will be posted on line at FedBizOpps at http://www.fbo.gov for review and comment as soon as possible.
