The purpose of this sources sought synopsis is to identify capable, qualified small businesses to provide Shoulder Pads and Sleeve Heads for West Point, NY. Shoulder Pad, Large Size: 9 15/16 quote mark x 5 quote mark (large) Shape: Shield-Shape, (see USMA Standard Sample and Fabrication 1., 2., & 3.) Top Cover Material: 100% cotton print-cloth 60 x 48 in the greige cut on the bias. Bottom Cover Material: 3.5 oz needle-punch with rayon fibre punched through a foam substrate. Filler: Short staple quote mark India quote mark cotton. Construction: Bias cover on top, Cotton Batting in the middle and bottom layer made of 3.5 NP foam #F01293 Fabrication: 1. Assemble top covers with tapered cotton filler to a drop test of 45 on industry standard American Coat Pad compression machine. 2. Stitch on jump baster machine once around the perimeter of pad plus one row of zig-zag stitching on each side of pad. 3. Cut pad down the center using a straight knife to make two equal halves. Sleeve Head Length: Sixteen inches (16 quote mark ) Materials: 1. Outer Cover: 100% cotton print cloth 60 x 48, biased and slit to 3.25 quote mark width 2. Filler: 3.3 oz needled NCO cotton slit to 1.75 quote mark width Fabrication: 1. Fold print-cloth over cotton and stitch butt sewn in the turn. 2. Cut sleeve-head to sixteen inches (16 quote mark ) length. Potential qualified sources shall meet size classification standards under NAICS code 315990.
