42--Modification to Request for Sources that Supply Armor, Carriers, Radio Holders, Reversable Parkas and Nylon Blak Belts for THE DEPARTMENT OF THE ARMY SECURITY GUARDS to attach product specifications.

SOURCES SOUGHT NOTICE This Sources Sought is for information and planning purposes only, and Not a Request for Quote (RFQ). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The Mission and Installation Contracting Command-Fort Belvoir (MICC-BEL) on behalf of the Department of the Army Security Guards, are seeking Armor, Poly/Cotton Carriers, Universal Black Radio Holders, Reversible Parkas, and Black Nylon Duty Belts (Please see attachment for sizes and specifications), capabilities using small business set-aside procedures in accordance with FAR Part 19 or under full and open competitive procedures. If at least two small business concerns are determined by the Government to be capable of performing this requirement base on the evaluation of the submitted capability packages, the requirement will be solicited as a 100% set-aside for Small Business concerns in accordance with FAR Part 19. If capability packages are not received from at least two responsible small business concerns by the requested response date and time or if the Government determines that not small business concerns are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicit under full an open competitive procedures. Only small businesses are to submit capability packages. Interest small concerns under the North American Industry Classification Systems (NAICS) Code proposed for this requirement is 316110, Leather and Hide Tanning and Finishing, a business Size Standard of 500 employees are encourage to submit their capability packages. The government requests interested parties submit a brief statement of capability/description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disable Veteran Owned Small Business, etc.), for each Category, Group, and NAICS Code to be considered. Contractors capable of supplying these items should submit a Capability package containing the above reference information via e-mail to Contract Specialist Sylvia Stepter at [email protected]. No phone calls will be accepted. Each submission shall be virus scanned prior to being sent and shall not exceed five (5) pages. Electronic submission (email) is required. Responses shall be received no later than 9 September 2013, 2:30 p.m. Eastern Standard Time (EST). NOTE: E-mail submissions are subject to size and type restrictions (typically limited to less than 2 megabyte in size and only non-executable attachments such as .doc or .pdf files) as well as any other appropriate network security measures. It is the respondent's responsibility to verify the email was received and can be viewed. All responses must address each of the above stated requirements.
