REQUIREMENT FOR INDUSTRY DAY This is a Request for Information (RFI) only. This RFI is for market research and planning purposes and does not constitute an Invitation for Bid, Request for Proposal (RFP) or Request for Quotes (RFQ). The Government will not reimburse respondents for any cost associated with the submission of information being requested or reimburse expenses incurred to the interested parties for responses. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future procurement. The Defense Logistics Agency (DLA) Aerospace, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, is seeking delivery of Gaseous Nitrogen (GN2), Liquid Oxygen (LO2), Liquid Hydrogen (LH2), Liquid Nitrogen (LN2), and Liquid Helium (LHe) f.o.b. destination to: Vandenberg Air Force Base, CA SLC-3, Bldg. 762, Complex Bear Creek Rd, Vandenberg AFB, CA 93437 SLC-4, 731 Kelp Rd, Vandenberg AFB 93437 SLC-6, Bldg. 392, Complex Coast Rd, Vandenberg AFB, CA 93437 Future SLC-A, location on south base TBD Future SLC-B, location on south base TBD Objective/Background In attempt to bolster government and commercial industry coordination and partnership in supporting the National Security Mission of unfettered access to space. The 30 th Space Wing, USAF and DLA-Energy Aerospace are seeking private industry's recommendations as to effectively meet expected future increased launch support requirements. Anticipated requirements for commodity support will double over the next decade (~25 launched per year and associated events/tests and scrubs/recycles) and identifying innovative methods to maximize the efficiency of current base infrastructure and/or new methods is the objective of this RFI. Assumptions Requirements are based on evolved expendable launch vehicle (EELV) medium and heavy launch vehicle classes in support of the USAF and the NSS. These requirements are based on Launch Service Providers (LSP) that have submitted Statements of Intent to the 30th Space Wing, but doesn't include non-EELV and small LSPs. In addition to a busier launch schedule, launch support commodities must be delivered/stored in sufficient quantity to support two simultaneous high flow events (Wet Dress Rehearsal, Launch Attempt, Launch, and/or Static Fire Test). To include commodity availability to support a 24 hour launch turnaround. Future Space Launch Complexes (SLC) will not exceed five (5) and all subject launches will occur on South Base. Gaseous Nitrogen (GN2) •1. Pressure : The GN2 Plant shall continuously provide a nominal 6,000 psig, and minimum 4,800 psig, as measured at any launch complex demarcation point for up to 5 launch complexes, maximum •2. Min Flow Rate : The GN2 Pipeline shall continuously provide a minimum flow rate of 300 scfm to each SLC simultaneously •3. Max Flow Rate : The GN2 Pipeline shall be capable of providing up to 24,000 scfm on a continuously sustained basis for up to two (2) launch complexes within a 24-hour period in addition to meeting daily minimum flow rate requirements for the other SLCs •4. Duration(s ): The GN2 System shall be capable of continuously providing the maximum flow rate for up to 18 hours in one day during a single high flow event •5. Events: The GN2 system shall operationally support up to 25 launches each year including associated GN2 events/tests and scrubs/recycles in addition to meeting daily minimum flow rate requirements to each SLC on a continuous basis •6. Maximum Capability : The GN2 system shall be capable of supporting 6 high flow events in a 9 day period (3 on, 3 off, 3 on) •7. Turnaround : The GN2 system shall have a maximum recovery time between high flow events of 6 hours •8. Quantity/Supply : The required LN storage volume is a derived requirement based on high flow events, minimum required flow rates, high flow / launch attempts, and maximum recovery time between high flow events., while conforming to trailer transport limitations before, during and after launch events •9. Quality : GN2 shall conform to MIL-PRF-27401F, Type I, Grade B (99.99% purity) •10. Availability/Reliability : 100%. GN2 System shall be fully redundant to operate in the event of a power, equipment, or communication failure at either primary or remote operating location •11. Metering : GN2 usage shall be measured at the demarcation point by the GN2 provider for LSP consumption tracking and billing purposes •12. Operations : The GN2 system shall have the capability to be fully operated and monitored remotely during all routine and launch-related operations 24 hours a day, 7 days a week, 365 days a year •13. Maintenance : The GN2 system shall have the capability to isolate the plant, pipeline, and/or launch complexes in order to perform maintenance or modifications without impact to any user's routine operations Liquid Oxygen (LOX) Quantity : The required LOX storage volume is a derived requirement based on high flow events, high flow / launch attempts, and maximum recovery time between high flow events. Typical Launch attempt usage per SLC is approximately 60,000 gallons. Heavy vehicle launches can require up to 140,000 gallons. Supply : LOX storage/replenishment shall be sufficient to support simultaneous high flow events, 24-hr launch turn-around and daily usage requirements, while conforming to trailer transport limitations before, during and after launch events. Current SLC storage capacities range between 150,000 and 300,000 gallons. Quality : LOX shall conform to MIL-PRF-25508H, Type II, Grade A (99.6% purity) Liquid Hydrogen (LH2) Quantity : The required LH2 storage volume is a derived requirement based on high flow events, high flow / launch attempts, and maximum recovery time between high flow events. Typical Launch attempt usage per SLC is approximately 20,000 gallons. Heavy vehicle launches can require up to 360,000 gallons. Supply : LH2 storage/replenishment shall be sufficient to support simultaneous high flow events, while conforming to trailer transport limitations before, during and after launch events. SLC storage capacities range between 45,000 and 850,000 gallons. •3. Quality : LH2 shall conform to MIL-PRF-27201E, Type II (99.995% purity) Liquid Nitrogen (LN2) •1. Quantity : The required LN2 storage volume is a derived requirement based on high flow events, high flow / launch attempts, and maximum recovery time between high flow events. Typical Launch attempt usage per SLC is approximately 70,000 gallons. Heavy vehicle launches can require up to 160,000 gallons in addition to daily usage requirements. •2. Supply : LN2 storage/replenishment shall be sufficient to support simultaneous high flow events, while conforming to trailer transport limitations before, during and after launch events. •3. Quality : LN2 shall conform to MIL-PRF-27401F, Type II, Grade B (99.99% purity). Liquid Helium (LHE) •1. Quantity : LHe is converted into gaseous helium which is used to support launch operations. See enclosure (1) for quantities of LHe. Launch Sevice Providers (LSPs) order double or triple the amount of LHe required for a launch attempt for contingency attempts. Typical Launch attempt usage per SLC is approximately 5,000 gallons. Heavy vehicle launches can require 20,000 gallons. •2. Supply : LHe storage/replenishment shall be sufficient to support simultaneous high flow events, while conforming to trailer transport limitations before, during and after launch events. LHe trailers are delivered SLCs and connected directly to evaporators. LHe is then converted to Gaseous Helium (GHe) and distributed to the point of use. •3. Quality : LHe shall conform to MIL-PRF-27407D, Type II (Grade B, 99.995% vent gas purity). DLA Energy is seeking industry input for solutions to provide the above commodity support and are inviting any interested parties to attend an industry forum at Vandenberg Air Force Base on 18 Jul 2018 at 0800 for a tour of the base launch facilities and a detailed presentation of the requirements. This will also provide the opportunity to make inquiries and further discuss the requirements with the technical personnel from the 30th Space Wing (SW).
