Notice of Intent: MODIFICATION: N0025920P0461 P00006

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE MODIFICATION AND IS NOT A REQUST FOR COMPETITIVE QUOTES. Reference #: HT941023N0090. The Defense Health Agency intends to negotiate on a sole source basis (IAW FAR 13.501(a), Only One Responsible Source. The proposed source is Terumo BCT, Inc. 10811 W. Collins Ave., Lakewood, CO 80215-4440. The objective of this sole source is to procure 48 cases of TeruFlex Blood Bag System with Diversion Blood Sampling Arm, CPDA-1 Solution, 450mL collection bags, quadruple blood bags (24/case), catalog number 1BBQCD456A2, as a modification to the existing contract, N0025920P0461, for deliveries in option years 3 and 4, October 2023 - September 2025. Contract N0025920P0461 was awarded by Naval Medical Center San Diego on 30 September 2020 for the procurement of TeruFlex Blood Bag Systems 450mL CPD/Optisol double blood bags for collection of whole blood and for preparation and storage of whole blood components to be delivered via monthly drop-ship scheduled from October 2020 – September 2025. Contract N0025920P0461 was awarded to Terumo BCT, Inc. on a sole source basis as it is the sole manufacturer of the CPD/Optisol Blood Bag System. Terumo BCT, Inc. is also the sole manufacturer of the TeruFlex Blood Bag System with Diversion Blood Sampling Arm that will be added for delivery via the pending modification, P00006. There are/were not set-aside restrictions for this requirement. The intended modification will be classified under North America Industry Classification System (NAICS) 334516. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
