As stated, this requirement is based on crisis response. An example of crisis-level response is the Operation IRAQI FREEDOM deployment that occurred in March 2003. That level of response is not required very often but the Nation must have the capability to meet that demand when needed. For planning purposes, the steady-state usage is estimated to be approximately 1,500 railcar loads per month.
