Sources Sought for potential towing of one (1) Navy YC (flat barge) (ME to CT to ME, then ME to CT to ME)

The Portsmouth Naval Shipyard (PNS) is seeking sources that would be capable of providing the following: - Towing of One (1) Navy YC Flat Barge (in accordance with the below specifications), from PNS (empty) to pick up cargo (40 ton) at Subase New London (NLON) and deliver the cargo to PNS, then deliver the cargo (40 ton) back to NLON and return the barge (empty) to PNS. • Line Item 0001 Empty Barge Delivery (PNS to NLON) - DELIVERY NLT 12/30/14 • Line Item 0002 Loaded Barge Return (NLON to PNS) - PICK UP NLT 1/5/15 • Line Item 0003 Loaded Barge Delivery (PNS to NLON) - DELIVERY NLT 2/27/15 • Line Item 0004 Empty Barge Return (NLON to PNS) - PICK UP NLT 3/6/15 Specifications: - The barge specifications are as follows: length 110', width 35'. Maximum navigational draft is 8', actually drafting 1'-2'. Barge will be empty on tow from Kittery, me to Subase New London. Barge will carry a stable cargo weighing approximately 40 tons on tow from Subase New London to Kittery, me. Barge will carry a stable cargo weighing approximately 40 tons, from Kittery, me to Subase New London, and will return to Kittery, me empty. - Period of Performance (POP): delivery to Groton NLT 12/30/14, and pick up NLT 1/5/15 to be returned to Kittery, ME. Second delivery to Groton NLT 2/27/15, and return to Kittery, ME NLT 3/6/15. - Departure or arrival at Portsmouth Naval Shipyard any weekday (Monday - Friday, excluding holidays) from 0800-1500 within the POP. Arrival or departure at NLON any weekday (Monday - Friday, excluding holidays) from 0700-1300 EST. - Government to provide assist tugs available for departure and arrival at PNS at no cost. Arrival and departure at Subase New London must be pre-arranged by offeror. Weather may potentially impact the safety of the tow, and therefore the government is flexible given the unpredictability of the weather.
