The National Institutes of Health, Clinical Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The National Institutes of Health (NIH), Clinical Center (CC) has a requirement to provide taxicab passenger services for patients and their families, as well as transportation services for equipment, specimens, medications and other materials. This requirement will be awarded to one or more contractors to cover all jurisdictions within the Metropolitan/Washington, DC area, including local airports that provide international service, for taxi transportation services. This includes Montgomery County, Prince George's County, Howard County, Anne Arundel County, Northern Virginia, (is inclusive of all counties and municipalities) Baltimore County and Washington, DC. The total estimated number of combined trips per year is 13,000. It is the intent of the government to procure services for 1-12 month base year and 4-12 month option years. The contractor shall provide passenger service twenty-four (24) hours a day, Seven (7) days a week, for the term of the contract. All services provided shall comply with the requirements applicable to Taxi Cab Regulation for the jurisdictions within the Metropolitan/Washington, DC areas. The applicable North American Industrial Classification System (NAICS) code is 485310 small business size standard is $7 million. Any vendor wishing to respond to this notice must furnish documentation demonstrating their ability to meet the requirement of the government. The vendor's response shall be in sufficient detail to allow the Government to assess the capability of your firm. At a minimum, the response should address the capability to provide service in the jurisdictions mentioned in this Sources Sought Notice, the capability to provide specially equipped vehicles for the handicapped (American with Disabilities Act) and the capability to manage the estimated number of trips. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information.
