SOURCES SOUGHT NOTICE: NAVAL FACILITIES ENGINEERING COMMAND WASHINGTON (NAVFAC WASHINGTON) IS SEEKING TO IDENTIFY POTENTIAL SMALL BUSINESS (SB), SMALL DISADVANTAGED BUSINESSES (SDB) CERTIFIED BY THE SMALL BUSINESS ADMINISTRATION (SBA) UNDER PROVISIONS OF THE SECTION 8a PROGRAM, AND SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB), CAPABLE OF PROVIDING CHARTER BUS SERVICES ON AN AS-NEEDED BASIS (INDEFINITE DELIVERY INDEFINITE QUANTITY) FROM PICK-UP SITES LOCATED 100 MILES AROUND AND WITHIN THE NATIONAL CAPITOL REGION. THIS IS A MARKET RESEARCH TOOL TO DETERMINE THE AVAILABILITY OF SOURCES PRIOR TO ISSUANCE OF A RFP. THIS ANNOUNCEMENT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE NAVAL FACILITIES ENGINEERING COMMAMD (NAVFAC WASHINGTON) TEAM, IMPLIED OR OTHERWISE, TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. AN AWARD WILL NOT BE MADE ON OFFERS RECEIVED IN RESPONSE TO THIS NOTICE. IF SUBSEQUENTLY A RFP IS ISSUED, SOURCE SELECTION PROCEDURES WILL BE USED, WHICH WILL MINIMALLY REQUIRE OFFERORS TO SUBMIT TECHNICAL EXPERIENCE, PAST PERFORMANCE, AND PRICE FOR EVALUATION. THE GOVERNMENT IS NOT RESPONSIBLE FOR THE COST ASSOCIATED WITH ANY EFFORT EXPENDED IN RESPONDING TO THIS NOTICE. THE NAICS CODE FOR THIS PROPOSED PROCUREMENT IS 485510A MINIMUM GUARANTEED VALUE OF APPROXIMATELY $25,000 OF CHARTER BUS SERVICES IS ANTICIPATED FOR THE BASE YEAR AND FIRST OPTION YEAR. THE CONTRACT WOULD BE RESOLICITED AFTER THE END OF TWO YEARS. Desc: The potential bidders, to any forthcoming solicitation, shall provide charter bus services for DOD and other Federal Agencies within the National Capital Region. The service providers shall be prepared to provide motor coaches of varying sizes along with drivers to support the government?s needs. Varying bus sizes to accommodate 20, 36, 44, and 55 passengers will be required at different times for different events. Some buses may need to have toilet facilities to provide safety and comfort along with handicap access. The majority of travel requirements will be within the D.C. area, but out of town trips are possible along with overnight stays. Weekend travel requests are anticipated. The need for VIP coaches might occasionally arise. All services will be charged on an hourly basis inclusive of bus, fuel, tolls, driver(s), insurance, overhead and profit. No consideration will be made for mileage or travel time from bidder?s depot to the first pick-up point. Travels would involve picking up passengers, transporting them to a designated location, and returning them to a designated location on most occasions. Some one way trips may be required. Hour count will begin upon specified arrival time at the designated location for the charter bus and end with the last passenger drop off location. Hour count for one way trips will end upon return to depot location. Any overnight stays would involve a standard per diem rate. All drivers must have a B Commercial Drivers License with a P endorsement. All bus drivers shall have a minimum of 5 years of similar coach driving experience and buses used shall not be more than 5 years old and shall be well-maintained and in good and reliable working conditions. All requests for travel will be given at least 24 hours notice. The requirements are planned for an Indefinite Delivery Indefinite Quantity Contract. STATEMENT OF CAPABILITIES SUBMITTAL REQUIREMENTS: The Statement of Capability (SOC) will determine the feasibility and/or basis for NAVFAC Washington?s decision to establish this requirement as a competitive regional Small Business, competitive 8a, HUB zone Small Business or Service Disabled Veteran Owned Small Business, set-aside acquisition. Interested firms who qualify in any of these categories must submit a SOC, which describes, in detail, the firm?s capability of providing Charter Bus services throughout the National Capital Region. Your SOC shall include the following: (1) full name and address of the firm; (2) year firm was established; (3) name of two principals (including titles, telephone and fax numbers); (4) a copy of 8a certifications (if 8a certified, provide the SBA Business Opportunity Specialist?s name and phone number assigned); HUB zone certification and SDVOSB status or Small Business Status; (5) indicate if the firm is registered in the Department of Defense (DoD) Central Contractor Registration (CCR) database; (6) provide proof of licenses (7) information on relative past projects that best illustrate your qualifications for this contract. The Government reserves the right to request additional information as needed from any and all respondents. The SOC must be complete and sufficiently detailed to allow the NAVFAC team to determine the firm?s capabilities to perform the defined work.
