REQUEST FOR INFORMATION (RFI) AIRPORT SHUTTLE SERVICES IOWA CITY VA HEALTH CARE SYSTEM (VAHCS) 1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal or a promise to issue an RFP in the future. This RFI does not commit the Government to a contract for any supply or service whatsoever. Further, the Department of Veterans Affairs is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI, all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. 2. SERVICE DESCRIPTION. The Department of Veterans Affairs, Network Contract Office (NCO) 23 is conducting Market Research to determine the availability of firms capable of providing Airport Shuttle Services for the VA Midwest Health Care Network, Veterans Integrated Service Network (VISN) 23, Iowa City VA Health Care System (VAHCS), Iowa City VA Health Care System, located at 3600 30th Street, Des Moines, Iowa 50310-5774. The anticipated period of performance is from September 15, 2014 to September 14, 2015, and includes four (4) option years. 3. BACKGROUND. Airport Shuttle Services are needed from the Eastern Iowa Airport in Cedar Rapids, Iowa to the Iowa City VA Health Care System (VAHCS) in Iowa City, Iowa or the contracted motel used for transplant lodging and/or returning to the Eastern Iowa Airport. Transportation may be provided for transplant patients, donors, and support personnel. Must be able to transport persons in wheelchairs and/or assisted with other medical equipment. 4. REQUIREMENTS. a. Transportation will be needed for all hours of operation of the eastern Iowa Airport, 365 days a year. b. The passenger(s) will be picked up/dropped off at the shuttle/Taxi pick-up area of the terminal or at the appropriate airline entrance. c. The requirement is for a per trip charge, whether The Eastern Iowa Airport is the point of departure or destination. d. Transportation must be provided by a licensed Shuttle, Taxi, or other passenger transport service. e. Transportation will be provided in a licensed and insured car, van or other passenger vehicle that can again accommodate wheelchairs and/or other medical equipment. f. An estimated 30 round trips (60 one way trips) per month, or 360 round trips (720 one way trips) annually will be required. 5. Questions.
