Intent to Award a Sole Source Contract for International Affairs - HQ0147-16-R-0038

This is a notification that the Missile Defense Agency (MDA) intends to award a sole source, cost-plus-fixed-fee contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. This contract will be awarded to Quantech Services Incorporated, 91 Hartwell Avenue, 3rd Floor, Lexington, MA 02421, to ensure support of MDA/DI International Affairs processes in compliance with the priorities set by the MDA Director and the goals and directives of existing statutes and Department of Defense (DoD) Regulations. The associated North American Industry Classification System (NAICS) code for this procurement is 541330 with a size standard of $38.5M Revenue. The resultant contract for these advisory and assistance services will be for a base period of three months with one three-month option period. This notice is not a request for proposals. This action will result in a "bridge" contract which is necessary to allow for continuity of critical contractor services until a competitive contract is awarded under the Technical Engineering, Advisory, and Management Support (TEAMS) acquisition strategy. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not pay for information submitted.
