Sources Sought Notice Solicitation Number: W9124J-14-R-MULT Agency: Department of the Army Office: Army Contracting Command, MICC Location: MICC - Fort Sam Houston This is a sources sought notice for market research purposes. This is NOT a request for proposal or a solicitation. There will be no compensation provided for any submissions provided to the Government. The Mission Installation and Contracting Command (MICC) Fort Sam Houston (FSH) is conducting market research to determine availability of any interested small businesses (to include 8(a), HUBZone, SDVOSB, SDB, and WOSB/EDWOSB) contractors capable of providing training and multimedia support services at Fort Sam Houston, Texas in support of the Academy of Health Sciences, U.S. Army Medical Department Center and School (AMEDDC&S). The Contractor shall provide support services to satisfy the overall operational objectives of the AMEDDC&S and its training mission. The specific work is described in the attached DRAFT Performance Work Statement (PWS). The government anticipates that any resultant contract will be issued for a five-year period (one 12-month base period, and four 12-month option periods). This is not a solicitation nor does it guarantee a solicitation will be issued. This is a request to determine whether or not any small businesses are capable of providing this service. Background: The AMEDDC&S has a requirement for a broad variety of training and multimedia services and products to support military medical training throughout the US Army Medical Command (MEDCOM). AMEDDC&S is responsible for training and educating Warrior Medics and develop leaders equipped to meet the requirements of Full Spectrum Operations. To accomplish this mission, AMEDDC&S must provide trained and ready Warrior Medics to support worldwide contingency operations: produce concepts, doctrine and organizational structure that meets current and future force requirements: create integrated and relevant training strategies, products and programs and make them available for use: and support the Readiness and Managed Care missions of the Military Health System. This sources sought is not to be construed as a commitment by the Government, implied or otherwise, to award a contract. The Government will not reimburse participants for information voluntarily provided. All information that is provided is strictly voluntary. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. The information provided will be used to determine availability of capable small businesses, including socioeconomic small businesses indicated above, and highly encouraged to participate from 8(a) certified small businesses contractors. Any resultant contract will be a Firm Fixed Price contract. The NAICS Code is 541430, with a Small Business Size Standard of $7M. Interested small businesses contractors (to include 8(a), HUBZone, SDVOSB, SDB, and WOSB/EDWOSB) are expected to review this Notice and the attached draft PWS to familiarize themselves with the requirements of this project, and provide capability statements that contain and address the following areas: 1. Company name, CAGE Code, and point of contact information to include name, title, phone number, and email address. 2. Company size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. 3. Experience: Provide a list of recent relevant contracts (same or similar in nature of work, size, and complexity), including Contract Number, Period of Performance, Award Amount, Contracting Office Point of Contact Name and Phone Number, and a summary of the requirement. 4. Address capability to provide contractor personnel for each labor category listed under Technical Exhibit 2 Labor Categories and Descriptions in the draft PWS. 5.
