Notice of Intent to Award a Sole Source Contract for Visual Information and Production Centers

This is a notification that the Missile Defense Agency (MDA) intends to award a sole source, cost-plus-fixed-fee contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. This contract will be awarded to Harlan Lee & Associates LLC., 8150 Leesburg Pike, Suite 501, Vienna, VA 22182, to provide uninterrupted, high-quality continuity of support for the Agency's Visual Information and Production Centers (VIPC). This effort is currently being performed under contract number HQ0147-10-D-0030-0008, which expires on 18 August 2016. The associated North American Industry Classification System (NAICS) code for this procurement is 541611, with a size standard of $15M. The resultant contract for these advisory and assistance services will be for a base period of three months with one three-month option period. This notice is not a request for proposals. This action will result in a "bridge" contract which is necessary to allow for continuity of critical contractor services until a competitive contract is awarded under the Technical Engineering, Advisory, and Management Support (TEAMS) acquisition strategy. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not pay for information submitted.
