F -- Native American Water/Wastewater System Operations and Management Training and Technical Assistance

The U.S. Environmental Protection Agency (EPA), Water Division, Region 9, San Francisco, CA is conducting a sources sought for written information only. In preparation for an upcoming procurement the EPA is seeking sources to provide services for direct implementation of the federal Safe Drinking Water Act (SDWA) with federally recognized Tribal Nations in Region 9, California, Arizona and Nevada, specifically for the Native American Water/Wastewater System Operation and Management Training and Technical Assistance Project. The services for this project are under North American Industry Classification System Code (NAICS) 541620. The EPA is conducting market research for small, small-disadvantaged, HUBZone, woman-owned, service-disabled veteran, Native American, etc. firms. The Government does not intend to award a contract on the basis of this sources sought notice or reimburse the costs incurred by potential offerors in providing the information requested herein. At the present time the anticipated range for this project would be between $500,000 and $1 million annually with several options.THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief qualification statement demonstrating their ability to provide the required services. Submissions shall be limited to no more than five (5) pages doubled sided or ten (10) pages single sided. Standard brochures will not be considered as a sufficient response to this notice. The qualification statement should include the following: (1) Provide examples of at least one (1) recent or current contract of similar size and scope to the services required in accordance with the draft Statement of Work (SOW); (2) Technical description of capabilities to meet the requirement; (3) Information regarding your business, location(s), size, classification (small, small-disadvantaged, etc.), GSA contracts held, etc. Interested parties may download the entire draft SOW at www.epa.gov/oam/regions/. At this time, there is no definitive date when the Request for Proposals (RFP), including the Statement of Work, evaluation factors, and quote submission instructions will be available.
