STATEMENT OF WORK 1.0. Project Overview: Provide Basic Course of Instruction (COI) in Small Unit Tactics to include MOUT familiarization for Naval Special Warfare Combatant Craft Crewman. 2.0. The contractor shall provide a 14 day COI for 30 personnel that is focused on basic soldiering skills. This will include one (1) day of small arms refresher, one (1) day of basic patrolling Tactics, Techniques, and Procedure (TTPs), four (4) days of Immediate Action Drills (IADs), two (2) days of vehicle breakout drills, one (1) day of perimeter and structure defense, and (5) days of MOUT training. Topics include: Patrol formations, Lay up Observation Points (LUP/Ops), Cache placement, Hand signals, Contact drills (up to 8 man patrol), Downed vehicle drills, Perimeter Security, Structure security, Introduction to Urban Movement, Two (2) man room entries, four (4) man room entries, and structure reinforcement. 3.0. Naval Special Warfare Group FOUR Special Warfare Boat Operators will learn the basic soldiering skills that will enable them to complete and/or survive their mission, if/when required to do it on land under duress in a high threat environment. This COI shall include classroom presentations and practical exercises to facilitate understanding and a thorough working knowledge of basic soldiering skills. The majority of training will be conducted during normal working hours; however, portions of the training will extend into the evening hours. This training breakdown shall be 30% Classroom Instruction and 70% Practical Exercises. The following is a proposed schedule: 3.1. Basic Land Warfare Day One: Small Arms Range Classroom: - Weapons Safety - Weapons Handling Refresher Practical: - Pistol Drills o Facing movements o Transition to shooting positions o Barricade Drills o Shooting on the move o Multiple Stress Course - Carbine Drills o Facing movements o Transition to shooting positions o Barricade Drills o Shooting on the move o Multiple Stress Course Day Two: Basic Patrolling Classroom: - Hand and Arm Signals - Gear Placement - Patrolling Formations - Lay Up Point(LUP) and Observation Point (OP) - Caches - Danger Crossings - Contact Drills Practical: - Walk-thrus o Formations o Danger Crossings o LUP/OP/Caches o Contact Drills (IADs) Day Three: Immediate Action Drills Practical: - IADs dry and Blank (day and night) Day Four: Immediate Action Drills Practical: - IADs Blank (day and night) Day Five: Immediate Action Drills Practical: - IADs Simmunition (day and night) Day Six: Immediate Action Drills Practical: - IADs live fire (day and night) Day Seven: Downed Vehicle Drills Classroom: - Movement from vehicles (under duress) Practical: - Movement from vehicles to vehicles (blank fire) Day Eight: Downed Vehicle Drills Practical: - Movement from vehicles to structures(blank fire) 3.2. MOUT Familiarization Day Nine: Defensive Perimeters Practical: - Perimeter Security - Structure Security Day Ten: Introduction to Urban Movement Practical: (day and Night) - Formations - Security - Patrolling - Downed man drill Day Eleven: Room entries Practical: (day and Night) - 2/4 man single room entries (dry) Day twelve: Room entries Practical: (day and Night) - 2/4 man single room entries (simmunition) Day thirteen: Full Mission Profiles Day fourteen: Full Mission Profiles 4.0 Contractor Furnished Material: The contractor shall furnish the classroom and training area. Costs should include instructor fees, lab equipment, range and target material, training manuals, and course certificates. Instructors must be qualified range safety officers for dynamic fire and movement/maneuver drills. 5.0. Government furnished Material: The government will provide the following personal equipment: Personal Operational Gear, Rifles, Pistols, and required ammunition. 6.0.
