G--Department of Veterans Affairs New Mexico VA Health Care System Respite Care Services

This is not a request for competitive proposals or quotes. The New Mexico VA Health Care System (NMVAHCS), located at 1501 San Pedro SE., Albuquerque, New Mexico 87108, intends to enter into an indefinite delivery/indefinite quantity (IDIQ) contract for its Community Based Health Care for Homeless Veterans (HCHV) program. The goal of the HCHV program is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in community-based, residential environments with sufficient therapeutic services to meet the needs of those Veterans. The Veterans who are served have acute and post-acute medical care needs and/or who are too ill or frail to recover from a physical illness or injury independently, but who are not ill enough to be in a hospital. The Veterans served also need to be independent in Activities of Daily Living. Unlike "respite" for caregivers, "medical respite" is short-term residential care that allows homeless individuals the opportunity to rest in a safe environment while accessing medical care and other supportive services. Admissions will be accomplished on a 24/7 basis. Through the HCHV program, VA provides case management services to these Veterans and facilitates their access to a broad range of medical, mental health, and rehabilitative services. The purpose of this solicitation is to obtain offers from contractors who can provide care, treatment and rehabilitative services to veterans suffering from serious mental illness, including veterans who are homeless, in community-based treatment facilities offering a safe and secure environment that supports their rehabilitation goals. The Contractor will be required to provide therapeutic and rehabilitative services, but will not be required to provide detoxification or other hospital level treatment. The North American Industry Classification System (NAICS) is 624229 - Other Community Housing Services. Any firms who wish to identify their interests and capability to provide this service must provide proof that authorization from the manufacturer has been attained by notifying the Contract Specialist no later than 04:00 PM EST, 09/24/2014. Such notification must include any documentation that includes certifications and description of services that meets or exceeds the capabilities of the manufacturer. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement. Responses received will be evaluated, however; a determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.
