The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)) with Hottinger Bruel & Kjaer Inc. (B&K), 3079 Premiere PKWY STE 120, Deluth, GA 30097-5245 for a contract for B&K Software. Aquatic nuisance species (ANS) are a national concern to the USACE. Infrastructure, such as dams and locks, disrupt the movement of aquatic animals in general. Recently, national interest has grown on using USACE locks and dams as points to manage ANS movement. For monitoring of the Underwater Acoustic Deterrent System (UADS) at Lock and Dam 19, a sophisticated underwater sound monitoring system will be deployed for monitoring and logging the UADS performance. The primary goal is to increase human safety and reduce operational hazards. ERDC has ordered and received the Cabled Hydrophone Data Collection System (Equipment) to expand the current underwater acoustics acquisition, processing and analyses capabilities to increase the throughput of the post-processing associated with large-scale, long-term experiments. However, this equipment needs to use an update to its software to operate and to increase the effectiveness of the equipment. The update and maintenance needed is only available from one vendor, Hottinger Bruel & Kjaer Inc., that can provide the high quality software needed for hydrophones equipment compatible with our current system. This acquisition is being conducted under FAR 13.106-1(b). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210 – Software Publishers with a Small Business Size Standard of $41.5M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar items. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
