Notice of Intent (Sole Source)

The 502d Contracting Squadron at JBSA-Lackland, TX intends to award a single source purchase order to Sinclair Bio-Resources LLC, 562 State Road DD, Auxvass, MO, 65231 under the authority of FAR Part 13.106-1(b)(1)(i). The proposed contract action is for eight (8) Sinclair Female, Miniature Pigs (3-4 months old, 10-15kg in weight), in support of the AF Surgeon General approved research project dealing with the white matter injury (brain MRI changes) and Serological changes seen with hypobaric (high altitude) and hyperoxemic (at sea level) exposure respectively. This experiment is an ongoing study requiring a specific genetic line of Sinclair Miniature Swine that have been used since the inception of the research project. Attaining the same breed of swine will mitigate invalidation of the research/study, as the same type of animal will reduce outlying variables associated with procuring a different animal or breed of swine. Please see attached Single Source Justification for further details. The NAICS Code for this acquisition is 112210, and the small business size standard is $750,000.00. While the intent of the Government is to award single source to Sinclair Bio-Resources LLC, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses must be received by the Government no later than April 21, 2017, 12:30 P.M. (CST). A determination by the Government not to compete this procurement action based on responses received is solely within the discretion of the Government.
