STWD ORBIC Snowy Plover Monitoring and Nest Protection

The solicitation is closed. The closing date was May 25, 2019. This notice is posted for transparnacy purposes. The objective of this contract is to continue Snowy Plover recovery tasks as identified in the Western Snowy Plover Recovery Plan (USFWS 2007) as well as the Oregon Conservation Program for the Western Snowy Plover (ODFW 1994), specifically nest protection and monitoring. The limiting factors on the coastal population in Oregon include changes and loss of habitat, increased human development and disturbance, increased predation due to human caused changes in the environment, and insufficient knowledge on the status and ecology of the species. Work requirements for this 2 year period are similar to past seasons, and are described below. Requirement: Nest locations will be documented using Global Positioning Systems (GPS) equipment and nest point data will be provided to USFS personnel. Results of field work in 2019 and 2020 will be compared with previous years' data collected by The Nature Conservancy and Oregon Natural Heritage Information Center (ONHIC). Requirement To perform this work, the contractor must have permits from the U.S. Fish and Wildlife (USFWS) (Ecological Services Division and Migratory Birds Division) and from Oregon Department of Fish and Wildlife (ODFW). These three permits take several months to acquire and are not guaranteed to be granted. Therefore, to ensure that the contractor is capable of performing the work included in this contract, at the time a bid proposal is submitted, the Contractor must have: • an Endangered Species permit (Section 10(a)(1)(A)) from the USFWS to conduct the work described below on snowy plovers, • a Master Banding Permit from the USFWS Division of Migratory Birds office to band western snowy plovers, and • a scientific takings permit from ODFW for western snowy plovers.
