This Notice of Intent is NOT a Request for Proposals (RFP) for competitive proposals; however, in accordance with FAR Part 15 and Part 6.302-1, the Federal Emergency Management Agency (FEMA) intends to award a sole source contract based on the authority of FAR 6.302-1 "only one responsible source and no other supplies or services will satisfy agency requirements". FEMA intends to contract with DL George and Associates for geotechnical services, heavy debris removal, utility and earth stabilization and miscellaneous mining services. Work under this aforementioned contractor effort may be required at the Top Secret level, due to the particular place of performance. Contractor personnel with active Top Secret clearances and a contractor FCL at the Top secret level, to include Top Secret generation/storage, will be required. However, any company capable of providing such services may submit descriptive literature , equipment available, experience, etc., in order to allow the Government to perform an evaluation of your capabilities/qualifications. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
