The Department of Veterans Affairs (DVA), Veterans Benefits Administration (VBA), Office of Acquisition intends to negotiate on a sole source basis pursuant to FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements) a Construction Contract with Duke Energy of Florida, Inc., 299 1st Ave, North, Saint Petersburg, FL 33701 to install a second electric service line in order to provide a true electrical redundancy to the VBA Saint Petersburg FL Regional Office to include: Contractor will install overhead to underground termination pole (power provided by Seminole Substation) approximately 200 feet west of the main entrance, Bay Pines VA Medical Center at 100th Way and proceed to directional bore easterly approximately 2,100 feet along Bay Pines Blvd adjacent VA campus property line at which point will bore/machine trench southward to and install a new Automatic Transfer Switch (ATS). The St Petersburg VARO does not intend to purchase the ATS, but instead rent the ATS. Contractor will be required to pour a concrete pad to secure the ATS to. The existing terminal pole (power provided by Cross Roads Substation) providing service to the Regional Office would be reconfigured to extend the underground feeder to the new ATS. Contractor will install an underground service line from the new ATS to the southernmost transformer supplying the St Petersburg VARO near building 47. Contractor will be required to directional bore under asphalt/cement pavement to connect to the southernmost transformer near building 47. Service line will continue (underground) northward from southernmost transformer to the northern most transformer. Project will be completed when true electrical redundancy has been installed; all construction area is free of construction debris and material; all disturbed and/or damaged landscape has been returned to previous condition or better. In accordance with FAR 6.305, the Justification will be posted to FBO within 14 days following the award. However, all other responsible sources may submit a capability statement, which will be considered by the agency. Capability statements will be considered only from entities who are regularly established in the business called for and whom in the judgment of the Contracting Officer (CO) are financially responsible and able to show evidence of their reliability, ability, experience, facilities and personnel to render prompt and satisfactory service. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature (NO MORE THAN 5 PAGES) outlined above, to the Contracting Officer no later than August 11, 2014 at 11:00 AM EST. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
