1. Agency and Contracting Activity Identification: The National Cemetery Administration (NCA), NCA Pacific District, 1301 Clay Street, Suite 1230 North, Oakland CA 94612-5209, as directed by the National Memorial Cemetery of the Pacific (NMCP) will enter into a Purchase Order that requires justification for other than full and open competition procedures. 2. Nature of Acquisition Being Approved: NMCP acquires Welding Services to repair the tunnel gates. Award shall be made through other than full and open competition to All State Welding, due to the lack of competition while posting a sources sought. 3. Description of Requirement: The awarded contractor is to provide Welding services. The period of performance shall be from August 15, 2017 through September 30, 2017. The estimated cost is $27,000.00. 4. Statutory Authority Permitting Other Than Full and Open Competition: The Services are being procured under the authority of 41 U.S.C. 253 (c) (2), FAR Part 6.302-1. 5. The Nature of the Acquisition Requires Use of the Authority Cited: FAR Part 6.302-1. When the agency s need for the supplies or services can only be found by one company. 6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. A notice shall be posted in accordance with FAR part 5 procedures. 2 separate RFI was posted in FBO. There was 2 interested vendor. 1 vendor declined to do the work. There was one company that sent a Quote and express that they can do the work because they are local. 7. Anticipated Cost: The anticipated cost should be fair and reasonable to the government based upon comparative service pricing from past competed requirements. 8. Results of Market Survey: Market research indicates that many companies are able to provide the service. However, only one vendor express interest by delivering a quote. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. See Items 5 above. 10. Any Other Interested Sources? There are no other sources that have expressed an interest to date. 11. A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: It is not anticipated that any subsequent requirement will be needed by the Government. 12.
