DoT Inspection Facilities Consolidation Determination

***THIS IS NOT A REQUEST FOR PROPOSAL*** The General Services Administration (GSA), Public Building Service (PBS), Acquisition Management Division (AMD) of Region 7 (R7) analyzed the benefits of consolidating three separate contracts into one contract for a design-build commercial truck inspection facility at Los Indios, Texas, Del Rio, Texas and Brownsville, Texas. GSA has found the consolidation necessary and justified. Consolidation of the requirements will result in substantial benefits estimated at 10.55%. The benefits exceed the requirement per FAR 7.107-2(d) of 10% of the estimated contract value, for contracts below $94 million. In addition to the significant quantified cost savings, the contract will benefit from shorter Procurement Administrative Lead Times (PALTs), streamlined Government administration, and a better controlled security qualification process for contractor personnel. The cost savings and other benefits that will be realized as a result of this consolidated contract outweigh any potential negative impacts to small business.
