INVITATION FOR BIDS Freetown, Sierra Leone 25 February 2019 Pipe Rehabilitation and Kiosk Installation at Aberdeen and Kingtom DMAs MCCU Procurement Ref: 220800 1. The Government of Sierra Leone has established the Millennium Challenge Coordinating Unit ("MCCU") as an autonomous entity with independent legal authority to oversee, manage, and implement a Threshold Program funded by the Millennium Challenge Corporation ("MCC"). MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investments in people. 2. The MCC Threshold Program with Sierra Leone will provide up to $44.4 million to support significant policy reforms and improve governance in the water and electricity sectors. By establishing independent regulation, strengthening key institutions, and increasing transparency and accountability, the program seeks to create a foundation for the financially sustainable provision of essential water and electricity services, as well as limit opportunities for corruption in service delivery. The Threshold Program will run for up to four (4) years after the entry into force of the Millennium Challenge Account Threshold Program Grant Agreement ("Threshold Program Agreement") which occurred in February 2016. 3. This Invitation for Bids (IFB) follows the General Procurement Notice that appeared in dgMarket on and UNDB Online on 10 and 9 April 2018 respectively and Concord Times newspaper on 11 April 2018. 4. The Employer now requests interested Bidders to submit Bids for the execution and completion of DMA Works which is being offered as a unit price contract based on the Bill of Quantities. 5. All eligible Bidders are encouraged to apply. Please note that no pre-qualification has been undertaken for this procurement. The selection process, as described, includes a qualification step, which shall include a review of past performance, and a reference check and shall be subject to verification prior to the contract award. 6. A Contractor will be selected using the Competitive Bidding procedures as described in the Bidding Document accompanying this Invitation for Bids. Bidders are advised that these procedures are governed by MCC Program Procurement Guidelines which can be found on the MCC website. Although these procedures are similar to those set out in the World Bank Standard Bidding Documents for the Procurement of Works, there are several significant differences and firms are advised to review these instructions carefully. 7. Please note that a Site Visit and a Pre-Bid Conference will be held - on 18th and 19th March 2019 respectively - as described in the Bid Data Sheet ("BDS"), Section II of this Bidding Document. Attendance is not mandatory but encouraged. 8. All Bids must be accompanied by a Bid Security in the form and amount specified in the BDS at ITB 20.1. Bids must be delivered to the address and in the manner specified in the BDS at ITB 22, no later than [insert date 45 days after issue]. Bids will be opened immediately thereafter in a public Bid opening at the address and time specified in the BDS at ITB 26.1. 9. The Bid submission deadline is 10.00am GMT of 26 April 2019. Submissions from Bidders will be evaluated by a qualified bid review panel. The evaluation will include an assessment of the Bidders' ability to carry out both the construction of the works and also of the Bidders' proposed prices, all in accordance with Section III - Bid Review, Evaluation Criteria, and Bidder Qualification Requirements. 10.
