Z--Emergency Alternate Water Source Well Project at VAMC Iron Mountain -- Intent to Sole Source Notice

Under Statutory Authority 38 U.S.C. 8127, PL 109-461 the VA Great Lakes Acquisition Center anticipates entering into sole source procurement negotiations with Kleiman Pump and Well Drilling for the completion of Phase II of the emergency alternative water source project at the Oscar G. Johnson VAMC. This notice of intent is not a request for competitive proposals. Please see below justification for further details. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the Agency and the Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center 5000 W National Avenue Bldg 5, Milwaukee WI 53295 2. Nature and/or description of the action being approved: Justification and approval for other than full and open competition for the acquisition of a construction contract to complete the well installation project at the VA hospital, at the Oscar G. Johnson, VA Medical Center Iron Mountain, Michigan. 3. A description of supplies/services required: Furnish all labor, materials, tools, equipment, supervision, and other items designated under the provisions of this Contract, Emergency Alternate Water Source. This project includes installation of piping from the well to Building No. 1, a pump control system, and connection to the Facility’s potable water system in the subbasement. 4. Statutory authority permitting other than full and open competition: Information Letter 049-07-08, Public Law 109-461 and FAR 6.302-5, Authorized or Required by Statute 5. Facilities Unique Qualifications: Under the authority of PL 109-461, an VOSB firm who is qualified and experienced to self perform this work, having specific knowledge of the Phase I Well Project at the Oscar G. Johnson VA Medical Center. Kleiman is listed in VetBiz, CCR, Dunn & Bradstreet, and ORCA, and is not listed on the Excluded Parties List. Kleiman has sufficient bonding capability to provide performance and payment bonds as required by the solicitation. 6. Efforts made to ensure that offers are solicited from as many potential sources as is practicable: Not Applicable. 7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: The anticipated award price of the contract between $100,000 and $250,000; the VA will receive a cost breakdown of materials, labor and equipment and analyze the bid. The breakout will be compared against RS-Means information to ensure that the contract is a fair and reasonable price that offers the best value to the United States. 8. Market survey conducted: SDVOSB’s under NAICS Code 237110 and keywords “Well� or “Drilling� returned 0 results, additional searches were conducted but did not include any SDVOSB’s, this is a specialized trade and one VOSB firm was located. Kleiman Pump and Well Drilling is registered in Vetbiz.gov and CCR.gov. Also, Kleiman is currently self performing Phase I of the Well-project. It would be in our best interest to Sole-Source Phase II to ensure that the proper coordination amongst the contracts is completed. There is significant coordination and crossover work between Phase I and Phase II. It will save costs, coordination and time to have both phases completed by Kleiman. It was determined that a Sole-Source procurement to Kleiman Well drilling would be in the best interest of the Government. 9. Other facts: None 10.
