Special Notice Notice of Proposed Contract Action The U.S. Army Corps of Engineers, Sacramento District proposes to award to CDM Constructors, Inc. (a subsidiary of CDM Smith, Inc.), 14432 SE Eastgate Way, Suite 100, Bellevue, Washington 98007 on a sole source basis a contract to Design-Build for Construction of a 1.5 MW Stirling Solar Array, manufactured by Infinia Corporation at Tooele Army Depot, Utah. Procurement will entail purchase and installation of 429 Infinia PowerDishTM units. This procurement is authorized by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements.). This notice is not a request for a competitive quote/offer. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least fifteen (15) calendar days after the publication of this notice, the contract may be awarded without further notice.
