USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to APAC-Mississippi, P.O. Box 24508, Jackson, MS, 39225-4508 for four different asphalt mixes, including three warm-mix asphalt (WMA) special mixes and one hot-mix asphalt (HMA) control mix. APAC Mississippi is the only local producer (within 30-mile hauling distance) that has the equipment and the capability of producing WMA mixes. APAC is also the only local producer with the equipment and experience to produce foamed asphalt and has worked with the specialized equipment required to introduce additives at the plant during production. The Government intends to procure from only one source under the authority of FAR 13.106-1(b). This will be a commercial acquisition using simplified acquisition procedures per FAR 13. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 12:00 PM CST, Wednesday, February 29 2012.
