Y--St. Francis River Levee - Right Bank, Slope Restoration and Planting Berm Construction

This is a Notice of Intent of the U.S. Army Corps of Engineers, Memphis District to negotiate a sole source award with C&M Contractors Inc., Post Office Box 247, Doniphan, MO 63935-0247, (573) 996-3113. The NAICS code for this acquisition is 237990 and the estimated value of the work is between $1,000,000 to $5,000,000. The work consists of slope flattening on the riverside of the levee, construction of a planting berm at the riverside toe of levee, gravel placement on the levee crown/ramps, and excavation from a borrow pit, which are shown on the plans, from designated locations from Station 238+35 through 747+77. It will require excavation/placement of approximately 128,000 CY for flattening of the levee slope/berm and 8,800 CCY of gravel surfacing. Clearing, grubbing, and disposal of debris (burning) will occur within the station limits above, except for borrow pit areas shown on plans outside the station limits, as well as establishment of turf/fertilizing, seeding & mulching, storm water pollution prevention measures, and environmental protection. This contract action is being accomplished using other than competitive procedures due to statue that exists that expressly authorizes or requires that this acquisition be made from a specific source or through another agency; specifically FAR 6.302-5(b)(4) for sole source awards under the 8(a) program (15 U.S.C. 637(a)) and in accordance with 13 CFR 124.1-1(c) and FAR 19.8.
