***THE INTENTION OF THIS ANNOUNCEMENT IS TO NOTIFY INDUSTRY OF THE GOVERNMENTS INTENT TO SOLE SOURCE THE TELEMETRY SYSTEM WHICH IS PART OF THE KISSIMMEE RIVER RESTORATION PROJECT S-65EX1 STRUCTURE OKEECHOBEE COUNTY FLORIDA, THIS IS NOT A SYNOPSIS FOR THE KISSIMMEE RIVER RESTORATION PROJECT S-65EX1 STRUCTURE OKEECHOBEE COUNTY FLORIDA. *** The US Army Corps of Engineers intends to solicit on a Sole Source basis under the authority of FAR 6.302-1, the telemetry system of the Kissimmee River Restoration Project S-65EX1 Structure Okeechobee County Florida, which consists of brand name components and accessories for the following items: Remote Telemetry Units (Motorola). These are programmable logic controllers (PLCs) integrated with a spread spectrum communications systems and are located at all spillways, gated culverts, and pump stations. It is a basic but highly specialized component of the Central Control Systems that serves as a primary interface between the Command and Control Center and the individual structure. The PLC configuration and programming is specifically tailored to the structure it is installed in. The PLC itself uses modular components which may be added along with programming modifications to provide additional capabilities. Input and output boards allow for remote operation of gates and monitoring of gate positions, water levels, utility power, backup generators, and structures security and safety. Gate Position Sensors (Celesco or Unimeasure). These are sensors that monitor the gate movement positions and report them via an electrical signal. Different manufactures' sensors have various levels of sensitivity and durability. The telemetry system allows many water control structures to be operated and monitored remotely. It will operate 24 hours a day and will be designed to operate during hurricanes and other severe weather conditions. The Kissimmee River Restoration Project S-65EX1 Structure Okeechobee County Florida will be part of a much larger system that South Florida Water Management District (SFWMD) uses to remotely operate and monitor its structures. The anticipated dollar amount of the Sole Source system is $22,500.00 The components listed above have been specifically selected due to their performance interoperability as part of an entire telemetry system. Substitution with similar components could present a considerable risk to life and property. The system as a whole provides standardization in training, maintenance, warehousing, and interchangeability during potential life threatening weather events. The existing S-65E Spillway, which is located in Pool E, is the downstream outlet for the historic Kissimmee River channel and the C-38 canal. The current structures consists of 6 bays with design discharge capacity of 4,000cfs each totaling 24,000 cfs. The increase in discharge from the upper Kissimmee Basin upon implementation of the Headwater Revitalization Schedule for S-65 will change the required discharge capacity for the Pool E outlet by over 8,000 cfs. A new three bay spillway will be constructed to discharge the additional 8,000 cfs water volume. The structure will be constructed within C-38, approximately 150ft south of the existing S-65E gated spillway. The new structure will be a reinforced concrete ogee weir spillway with cable operated vertical lift gates. The magnitude of construction of the project is $10,000,000.00-$25,000,000.00. The work is in Okeechobee County, Florida. A solicitation for the Kissimmee River Restoration Project, S-65EX1 Structure will be issued on or about 30 May 2012 with proposals due on or about 13 July 2012. Interested persons may identify their interest and capabilities to the work described in paragraph 1 and respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen calendars days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
