The purpose of this Request for Information is to gain knowledge from potential small and large contractors who are interested in the Sacramento and Stockton Maintenance Dredging Deep Water Ship Channels Contract. The US Army Corps of Engineers, Sacramento District, would like to invite prospective bidder(s) to provide comments and recommendations on what bidder(s) would like to see in the Dredging Maintenance Indefinite Delivery Indefinite Quantity (IDIQ) contract. The SIC is 1629, Heavy Construction, Not Elsewhere Classified. Federal Supply Code is Z216, Maintenance, Repair or Alternation of Real Property / Dredging. The magnitude of the Sacramento and Stockton Deep Water Ship Channels Dredging is estimated between $25~$100 Million. General Description of Work: The scope of project includes mobilization, demobilization, dredging the sediment built-up from the channel invert, operation and maintenance of upland placement area(s), water quality control and fish monitoring program along both channels. This construction contract will be procured through an Invitation-for-Bids (IFB) and is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract. This IDIQ contract is for annual maintenance dredging of Sacramento and Stockton Deep Water Ship Channels, in northern California. The Sacramento River Deep Water Ship Channel project was authorized by the River and Harbor Act of July 24, 1946 which provides a deep-draft channel from Suisun Bay to an inland harbor at Washington Lake, west of Sacramento River in the City of West Sacramento, for approximate distance of 43 miles. The Stockton Deep Water Ship Channel was authorized by the River and Harbor Act of August 14, 1874, and the most recently modified Act dated October 27, 1965. The deep draft channel extends from Suisun Bay into the San Joaquin River and ends at the turning basin in the City of Stockton for approximate distance of 43 miles. Questions to Dredging Industry: 1. What would stimulate the Dredging Industry or prospective bidder(s) to submit bids for Dredging Indefinite Delivery Indefinite Quantity (IDIQ) contract? 2. Which IDIQ contract Performance Period would Industry be most interested in: three (3), four (4), or five (5) year term? 3. Is Industry equipped and capable of using two dredges at the same time or same location? If not, please explain. 4. Is Industry capable of dredging up to 8,500 cubic yards per day? If not, please explain. 5. Is Industry equipped and capable of pumping dredge material to the upland disposal sites as far as 6 miles from the dredging location? If not, please explain. 6. Is Industry equipped and capable of performing deep water otter trawls and dredge entrainment surveys as outlined by National Marine Fisheries service? If not, please explain. 7. Does Dredging Industry possess the resources/assets in terms of personnel, equipment, and material to mobilize to a job site within the boundaries of the Sacramento and Stockton Deep Water Ship Channels within 20 calendar days after Notice to proceed? If not, please explain. Participation to this notice is not to be construed as either a commitment by the Government to procure any items or services, or for the Government to pay costs for any information received. Participation to this Sources Sought Notice is at the sole expense of the respondent. Responses to this notice is not required if a solicitation is ultimately issued for this requirement.
