--Pre-Solicitation Conference for construction of the Western Tie-In, located in the western portion of Jefferson Parish and the eastern portion of Saint Charles Parish on the West Bank of the Mississippi River

THIS IS A PRE-SOLICITATION CONFERENCE NOTICE. The tracking number for this announcement is W912P8-09-SN-0004. The NAICS code for this proposed acquisition is 237990. Federal Supply Code is Y299. Business size standard is $31 million. The U.S. Army Corps of Engineers - New Orleans District will hold a pre-solicitation conference on November 21, 2008, 10:00 a.m. at the Marriott Hotel, 3838 N. Causeway Boulevard, Metairie, Louisiana 70002. The Western Tie In will be constructed to connect the Lake Cataouatche Levee to the Mississippi River Levee, closing off the western end of the West Bank and Vicinity portion of the Greater New Orleans Hurricane and Storm Damage Risk Reduction System. The project is located in the western portion of Jefferson Parish and the eastern portion of Saint Charles Parish on the West Bank of the Mississippi River. The selected alternative will reduce the risk of storm surge from a tropical event that has a one percent chance of occurring in any given year. There are three alternatives under consideration for construction of the Western Tie In. The alternatives include a variety of combinations of navigation and drainage structures, earthen levees and floodwalls. Features common to each of the alternatives will be a crossing at Hwy 90 and 2 railroad floodgates. Work will include levee embankment, floodwall, and floodgate construction and items related thereto. One of the alignments in particular would require special construction considerations. A significant portion of the levee construction for this alignment would occur inside of the Davis Pond Freshwater Diversion Project. In order to keep the Davis Pond Diversion in operation throughout construction, this levee construction would require construction of dewatering cells prior to levee construction. Work would also include construction of access bridges across the Outer Cataouatche Canal. The Corps would like to get industry feedback on design and construction methods for these dewatering cells. The preliminary design is based on construction of these cells with sand. The Corps would like feedback on material considerations and availabilities, lead times, and production rates, as well as to discuss any unanticipated complications that may occur during construction. A spring 2009 start date is anticipated and it is imperative to reduce the construction duration of these dewatering cells to as short a timeframe as possible.
